Promises
Each promise is a card: the exact quote from the primary source, who benefits, what it costs, when and paid for by what, and what happened next. When a new decree moves the deadline, the card shows the old and the new wording. One standard for everyone: the President, the Government, governors and any party.

How a card works
- The quote is word for word from the primary source: a decree, a transcript, a party programme. The source is archived, because Russian pages are edited and removed.
- Four parameters: who benefits, what it costs, when, and what pays for it. If no source of money was named, the card says so.
- Only documents change a status: a plan, a law or decree, money in an open budget annex, delivery starting, the outcome.
- When a new document changes the deadline or the wording, a new version appears; the old one stays visible and the difference is marked.
- A card is published after two editors check it. One standard for everyone, including any party linked to the project's authors.
- Promised
- There is a primary source for the promise, but no official plan names it yet.
- In a plan
- An official plan names it: a national project passport, a state programme, the Unified Plan.
- Law or decree
- A law or decree that carries it out has been signed and published.
- Funded
- Money is allocated in an open annex to a budget law.
- Delivering
- It has started: payments are flowing, a scheme is open, contracts are signed.
- Delivered
- The outcome was met as worded.
- Not met
- The deadline passed and the documents show it was not met, or it was officially abandoned.
- Undone
- The deadline passed with no official statement and no sign of delivery.
- Cannot be checked
- At least two of who, how much and when are missing: delivery cannot be checked.
