What this is and how it works
This is an open statement of Russia's federal budget. It shows where the money comes from (oil and gas and other revenue, borrowing, the National Wealth Fund) and where it goes, by the budget's official sections.
Every number comes from a document and says which one: a draft bill, a law, an amended law, a Minfin estimate or execution data. Plan and fact are never mixed.
Part of the spending is allocated in annexes to the law marked “secret” and “top secret”. We do not hide that gap: for each section we subtract its published lines from the section total and show the remainder with grey hatching.
The site keeps nothing about its readers: no accounts, no cookies, no counters, no third-party scripts. It can be downloaded whole and opened offline.
Questions
Where do the numbers come from?
From official documents: federal budget laws, budget bills and their explanatory notes, and Minfin's Budget for Citizens. Every number links to its document and an archived copy.
What does “classified” mean?
The budget law publishes each section's total, but some of its lines sit in closed annexes. The section total minus its published lines is the classified part. That is exact arithmetic on official numbers, so it carries the label “Official total, breakdown classified”.
Why plans and not execution?
Since 2022 Minfin has not published federal budget execution by section; the rows are left empty in its files. So by section we show laws and bills, and always name the document and its stage.
Why compare a law with a bill carefully?
A bill can change during its readings in the State Duma, and a law can be amended during the year. So compare like with like: law with law, bill with bill. Where different stages are compared, we say so.
What do you know about readers?
Nothing. The site has no accounts, cookies or visitor counters, and loads no third-party scripts or fonts.
