Regions: what goes to the federal budget and what comes back
For each region: the taxes its taxpayers paid into the federal budget (Tax Service form 1-NM), and the transfers the federal budget sent to the region's budget (equalisation grants, subsidies, subventions and others). The difference shows which regions send more than they receive, and which receive more than they send. It is not the whole federal account of a region: pensions, defence and security are not in it (see "How to read").

How to read
- Taxes are booked where the payer is registered. Head offices of large companies in Moscow and St Petersburg pay tax on work done in other regions too.
- Mineral extraction tax and the tax on additional income from oil come from the regions where oil and gas are produced: Khanty-Mansi and Yamalo-Nenets autonomous okrugs and others.
- Receipts are net of refunds. Where exporters were refunded more VAT than the region's taxpayers paid, the figure for the federal budget is below zero.
- Transfers are the money the federal budget sent to the region's budget: equalisation grants, subsidies, subventions and other interbudgetary transfers.
- This is not all federal money in a region. Social Fund pensions and benefits, the pay of federal staff, the military and security services, and federal construction are not counted here; defence spending is largely classified.
- The regional sums are checked against the federal budget: the Tax Service's VAT, profit tax and personal income tax to the federal budget match Minfin's reports to within 0.5%.

Questions
- What does this page show?
- How much tax each region's taxpayers paid into the federal budget, and how much the federal budget sent to the region's budget, for the latest year both sources cover.
- Why are Moscow's taxes so large?
- Tax is paid where a company is registered. Many large companies are registered in Moscow and pay tax there on work done in other regions.
- Why are some regions' taxes to the federal budget below zero?
- Receipts are net of refunds. If exporters in a region were refunded more VAT than all the region's taxpayers paid into the federal budget, the result is negative.
- Does the difference show how much a region gives the country?
- No. It compares two flows, not a region's whole federal account: pensions, defence and security spending and federal construction are not in it, and taxes are booked where companies are registered.
- Where do the figures come from, and how often are they updated?
- Taxes: the Tax Service's open data for form 1-NM, once a year; transfers: reports on regional budgets' execution; population: Rosstat on 1 January. Every figure keeps a link to its file and an archived copy.
